History

About ten thousand years ago, the Indian River Lagoon formed along the east central coast of Florida. The Native  Ais  Indians occupied the area that is now the Pelican Island Wildlife refuge, for thousands of years. 


In 1715, a Spanish Treasure ship crashed off the shores of the entire Treasure Coast.[3] It is estimated that only a portion of all the treasure has been found. From all the wrecks, the value placed on the entire 1715 fleet has been over $500 million USD. 


The town of Sebastian was a fishing village in the 1870s and officially founded in 1882[3] and originally named St. Sebastian, which was also the name of a river that flowed nearby. Later &amp;ldquo;St.&amp;rdquo; was removed from the name of the river, as well as from the city's name. Sebastian was incorporated in 1924. Pelican Island was declared the country&amp;rsquo;s first National Wildlife refuge in 1903. 

GeographySebastian is located in northeastern Indian River County, Florida at 27&amp;deg;46&amp;prime;58&amp;Prime;N 80&amp;deg;28&amp;prime;56&amp;Prime;W﻿ / ﻿27.782751&amp;deg;N 80.482352&amp;deg;W﻿ / 27.782751; -80.482352.[4] 

According to the United States Census Bureau, the city has a total area of 35.1 km&amp;sup2; (13.6 mi&amp;sup2;). 32.7 km&amp;sup2; (12.6 mi&amp;sup2;) of it is land and 2.4 km&amp;sup2; (0.9 mi&amp;sup2;) of it (6.86%) is water. 

Pelican Island

Paul Kroegel, a German immigrant, arrived in Sebastian, Florida in 1881, and homesteaded with his father on an ancient shell midden on the west bank of the Indian River Lagoon. Kroegel observed nearby Pelican Island, a 5 acres (2.0 ha) mangrove island where thousands of brown pelicans and other water birds roosted and nested. Without state or federal laws to protect the birds, Kroegel would sail out to Pelican Island with his gun and stand guard. 


Kroegel was visited by many influential naturalists who stayed at the nearby Oak Lodge from the 1880s to the early 1900s. One of those naturalists was a well-known ornithologist, Frank Chapman, curator at the American Museum of Natural History in New York and a member of the American Ornithologist&amp;rsquo;s Union. Chapman discovered that Pelican Island was the last rookery from brown pelicans on the East Coast of Florida, and pledged his support to protect the birds. 


In 1901, the American Ornithologist&amp;rsquo;s Union and the Florida Audubon Society led a successful campaign to pass legislation in Florida calling for the protection of non-game birds. Kroegel was one of four wardens hired by the Florida Audubon Society to protect water birds from market hunters. 


Chapman and his fellow bird protection advocate, William Dutcher, knew that protecting the birds of Pelican Island required additional protection. Chapman and Dutcher were acquainted with President Theodore Roosevelt, who had assumed the Presidency in 1901. They visited Roosevelt at his home in Sagamore Hill, New York, and appealed to his strong conservation ethic.[5] 


On March 14, 1903, Roosevelt signed an executive order establishing Pelican Island as the first federal bird reservation, the forerunner to the national wildlife refuge system. Pelican Island was the first time that the federal government set aside land for the sake of wildlife.[6]

Sebastian residents include retirees and families. The largest private employers in Sebastian are Publix supermarket and Sebastian River Medical Center, followed closely by city and county government.[citation needed] 


Airplane manufacturer Velocity Aircraft&amp;gt;ref&amp;gt;[5]&amp;lt;/ref&amp;gt; is located at Sebastian Municipal Airport as is Skydive Sebastian.[7] 


The majority of Sebastian-area residents work in either Vero Beach, Brevard County, or St. Lucie County.[citation needed]

The Sebastian area has one acute care hospital, Sebastian River Medical Center

As of the census[1] of 2000, there were 16,181 people, 6,844 households, and 5,044 families residing in the city. The population density was 495.0/km&amp;sup2; (1,282.2/mi&amp;sup2;). As of 2004, the population recorded by the U.S. Census Bureau is 18,671.[8] There were 7,287 housing units at an average density of 222.9/km&amp;sup2; (577.4/mi&amp;sup2;). The racial makeup of the city was 93.66% White, 3.18% African American, 0.24% Native American, 0.74% Asian, 0.95% from other races, and 1.23% from two or more races. Hispanic or Latino of any race were 3.86% of the population. 


There were 6,844 households out of which 24.5% had children under the age of 18 living with them, 61.5% were married couples living together, 9.2% had a female householder with no husband present, with the remaining 26.3% non-traditional families or unrelated individuals. 21.6% of all households were made up of individuals and 12.2% had someone living alone who was 65 years of age or older. The average household size was 2.36 and the average family size was 2.72. 


In the city the population was distributed among a variety of age ranges, with 20.2% under the age of 18, 4.8% from 18 to 24, 22.4% from 25 to 44, 24.7% from 45 to 64, and 27.9% who were 65 years of age or older. The median age was 47 years. For every 100 females there were 92.1 males. For every 100 females age 18 and over, there were 88.8 males. 


The median income for a Sebastian household was $39,327, and the median income for a family was $43,044. As of a 2007[9][10] estimate, the median income was $45,723, and the median income for a family was $52,141. Males had a median income of $30,787 versus $23,936 for females. The per capita income for the city was $19,111. About 4.8% of families and 6.3% of the population were below the poverty line, including 9.6% of those under age 18 and 5.0% of those age 65 or over. 

Government

The City Council includes Mayor Jim Hill, Vice-Mayor Don Wright, Richard H. Gillmor, Andrea B. Coy, and Eugene Wolff.[11] 

Education

There are three elementary schools (Sebastian Elementary, Pelican Island Elementary, and Treasure Coast Elementary, one middle school (Sebastian River Middle School) and one high school, Sebastian River High School, in the city. 


The unincorporated township of Roseland is often included into the city of Sebastian, but is outside city limits. Roseland was actually founded earlier than the city of Sebastian. The Sebastian Highlands neighborhood has new construction projects, parks, and sports facilities. 

Notable residents

Notable current and former residents of Sebastian include: 


	Jim Gary (1939&amp;ndash;2006), sculptor, was born in Sebastian. He constructed dinosaurs made from discarded automobile parts that traveled as an exhibition, Jim Gary's Twentieth Century Dinosaurs, for display at museums and other venues.[12]


	Arlo Guthrie, the folk singer of Alice's Restaurant, owns a home in Roseland, Florida which is adjacent to Sebastian, along the Indian River.[6] After the hurricanes, Frances and Jeanne in 2004, the house was damaged. Guthrie has been a a battle with the city over repair work done to the home.---Guthrie does not live within the Sebastian City Limits. He lives in Roseland, Florida, which borders Sebastian to the north.
